Restriction data reports or analyses in order to monitor user activity in restricted content?

Is it possible to put into place a step for approving a new user's registration?

"Is it possible to use the Content Control -plugin to restrict certain user role from editing parts of Site Editor? We hope we could find a way to let content creators to edit navigations but not site templates, models or styles." Thanks!
